Summary: The Director of Emergency Management is a leadership position within the hospital, responsible for overseeing the Emergency Department, Emergency Medical Services (EMS) and Emergency Operations Planning and Response. The Director of Emergency Management is responsible for the development, implementation and maintenance of emergency preparedness and response programs for the organization. This role ensures the hospital is prepared to respond effectively to all types of emergencies, including natural disasters, pandemics, and other crisis situations, to maintain the safety and security of patient’s staff and visitors.
Essential Duties and Responsibilities:
Promotes the mission, vision, and values of the organization.
Adheres to the Code of Conduct and Personnel Policies.
Oversee the daily operations of the Emergency Department and EMS services.
Develop and implement policies and procedures to improve service delivery and efficiency.
Ensure compliance with applicable healthcare regulations and standards.
Collaborate with executive team to develop long-term strategies.
Identify and implement new technologies and practices to enhance service quality.
Manage budget planning and financial performance of Emergency Department and EMS.
Manage and/or oversee scheduling of Emergency Department and EMS personnel.
Implement and monitor quality control procedures to ensure the highest standards of patient care.
Recruit, train, and supervise staff of Emergency Department and EMS.
Foster a positive and collaborative work environment.
Conduct performance evaluations and provide professional development opportunities for staff.
Communicate effectively with patients, families, and healthcare providers.
Stay updated on changes in healthcare regulations and ensure compliance in assigned departments
Prepare and manage regulatory surveys and inspections.
Oversee the procurement, maintenance, and upgrading of equipment and technology within the Emergency Department and EMS.
Ensure proper training for staff on the use of new equipment and technologies.
Manage vender relationships and negotiate contracts for services and equipment.
Emergency Planning and Coordination
Develop, implement, and update comprehensive emergency management plans, policies, and procedures.
Coordinate with local, state, and federal emergency agencies to ensure integrated and effective response strategies.
Lead the hospital’s Emergency Operations Plan (EOP) and Incident Command System (ISS) during emergencies.
Training and Drills
Plan and conduct regular training sessions, drills, and exercises for staff to ensure preparedness.
Evaluate effectiveness of training programs and drills, making necessary improvements.
Risk Assessment and Mitigation
Conduct hazard vulnerability assessment (HVA) to identify potential risks and develop strategies to mitigate them.
Implement risk reduction initiatives and monitor their effectiveness.
Incident Response
Serve as the primary point of contact for all emergency incidents, providing leadership and coordination during crises.
Ensure timely and accurate communication with hospital leadership, staff, and external agencies during emergencies.
Regulatory Compliance
Ensure the hospital’s emergency management programs comply with local, state, and federal regulations.
Maintain documentation and records required for regulatory compliance.
Resources Management
Manage resources and equipment necessary for emergency preparedness and response.
Oversee the costs for emergency management activities, ensuring cost-effective use of resources.
Community Engagement
Foster relationships with community partner, including public health agencies, emergency services, and other hospitals.
Participate in community emergency planning initiatives and coalitions.
Continuous Improvement
Review and analyze after-action reports from drills and actual incidents to identify areas for improvement.
Implement changes based on lessons learned to enhance the hospitals emergency management capabilities.

Kansas Driver’s License (Required)
Education/Certifications:
Current Kansas Registered Nurse (RN) License-Required
Current Kansas Paramedic License-Preferred
Basic Life Support (BLS) and Advance Cardiac Life Support (ACLS) certification -Required
FEMA ICS Training Completion (ICS-100, ICS-200, ICS-300, ICS-400, IS 700, and IS-800) -Completed within 12 months of hire
Experience:
Minimum of 3 years of experience in Emergency Department nursing.
3-5 years of management or supervisor experience in a hospital or health care setting, with specific experience in Emergency Department and Emergency Medical Services preferred.
