Responsible for coordinating Information Technology tasks of all team members. Analyzes and responds to user requested new development and system modifications. Designs technical solutions to information problems. Performs technical tasks related to project completion, including problem analysis, program development and testing, documentation, and implementation.Position will be responsible for the direct support of encounter-based data collection, analysis, and submission to regulatory bodies (CMS, DHS, PA CHIP, etc.).
Assists in coordinating user departmental requirements with other I.T. functional areas, including but not limited to: requests for enterprise sign-owns, interfaces, and technical and networking support.
Reports project progress and activity to a higher level technical analysts or management designate.
Supports IT departmental initiatives such as OS migrations, internet browser upgradient.
Responsible for developing programming skills where applicable.
Prepares operational documentation for Data Center and IT HelpDesk operations.
Develops and documents restart and recovery procedures..
Develops test plans, creates, and modifies program code, assists users in development of test scripts, prior to system and release implementations.
Works with departmental and division management to develop and implement Information Technology strategies.
Mentors and reviews work of less experienced team members, insuring service level to user departments and system.
Assists subordinate and peer level team analysts, sharing expertise, as needed.
Responsible for vendor management, which includes but is not limited to, contract negotiation, invoice reconciliation, release updates, issues lists, and new product evaluations.
Assigns team members tasks and projects, insuring successful completion, accountable for the work completion of other team members.

Health plan payer experience with an understanding of medical encounter and claim data
Strong analytical skills and the desire to understand CMS/DHS/PA Chip regulation and data nuances
Information technology tools, such as MS SQL, SSIS, and SSRS will be used extensively.
High School Diploma or Equivalent (GED)- (Required)
